Filipino Workers on the Move: Trends, Dilemmas and Policy Options

The papers in the volume examine various dimensions of Philippine labor migration flows. The first paper discusses the trends and patterns of labor migration from 1975 to 1995, highlighting three shifts in the composition and destination of Filipino migrant workers: increased prominence of Asia as destination country of migrant workers; re-emergence of the demand for production and related workers; and increasing feminization of labor. The second paper elaborates on the forms and levels of violence committed against Filipino women migrants. It looks at the causes and consequences of violence as well as the program and policy responses of the Philippine government, particularly in terms of the regulation of the recruitment process, information and education programs for migrant workers, and more effective protection measures at the work site.
